External audits of administration entities. These services are provided to public finances sector entities to assess weather they comply with national as well as EU regulations and standards. Our analysis encompasses all important aspects of an entity functioning. We analyze organizational structure, level of staffing and training, business processes, and procurement procedures regarding their compliance with laid down regulations as well as business standards for public administration. Audits also cover the supporting IT systems, data security, and contingency planning. We examine organizational procedures of the entities, procedures for statutory processes and cross – aspects of business processes. On the basis of performed work, we identify potential risks and set recommendations that are essential to proper functioning of the entities (in accordance with laid down regulations and business standards). Our experience encompasses external audits of entities that have been responsible for EU funds management – both pre-accession and structural.

Special attention is paid to IT systems used by the public administration. Our services in that area include:

• Help an organization accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control and governance processes
• Audit and recommendations regarding business process effectiveness improvement for central administration government units and regional units according to European Commission guidelines (e.g. BS7799 / PN 17799)
• Verify existing Information Systems with recognized standards (IS management, Logical and Physical Security, System Development, Business Continuity Planning, Change Management etc.)
• Provide help to Internal Audit Departments of the organization to implement Information System Audit methodology (training, external audit expertise etc.).

Public procurement
Private companies operating on selected markets are obliged to observe Public Procurement Act. These companies may subject their contract award procedures to checks for the purpose of obtaining an Attestation Certificate confirming that the procedures comply with the public procurement national and EU regulations. The Certificate allows for the exemption from specified public procurement actions like ex-ante control performed by the Office for Public Procurement prior to contract award.

KPMG is listed entity allowed to carry out periodical checks for the purpose of obtaining an attestation certificate on public procurement procedures. The entities, who obtained the Attestation Certificate shall not be required to apply the certain provisions of Public Procurement Act for a period of 3 years of its issuance.
